The Florida Public Service Commission (FPSC) has finished a nine-day hearing that examined Florida Power & Light Company’s (FPL) request to change its rates and a proposed settlement agreement. The hearing included expert testimony, cross-examination, and review of both FPL’s original rate proposal and the settlement terms.

The process was divided into two phases. This allowed intervenors to question witnesses about both the initial rate petition and the proposed settlement. The settlement was negotiated between FPL and a group of organizations, including The Florida Industrial Power Users Group, Florida Retail Federation, Florida Energy for Innovation Association, Walmart Inc., EVgo Services, Americans for Affordable Clean Energy, Circle K, RaceTrac, Wawa, Electrify America, Federal Executive Agencies, Armstrong World Industries, and the Southern Alliance for Clean Energy.

After reviewing pre-filed testimony and evidence presented during the hearing, all parties will be able to submit post-hearing briefs. These briefs will serve as their final arguments based on the full record.

A Special Commission Conference is scheduled for November 20, 2025. At that time, the FPSC will consider the proposed settlement agreement and the evidence collected during the hearing.
